
Public Funds abuse in Egypt: A Cry in a Valley
This book is issued by the United Group in the framework of the “Community Action towards Transparency” project, implemented by the United Group with the support of the United States Agency for International Development.
The book presents the research papers discussed during the conference “A Setback for Transparency,” including the opening words of the chairs of the sessions and the comments.
The book is divided into four chapters, each of which tackles an issue related to public funds abuse through the papers discussed during the conference.
The first chapter reviews how the current Egyptian Biding Law opens the door for public funds abuse, through the paper prepared by Dr. Mahfouz El-Sayah, attorney-at-law, entitled “Biding Law as an Entrance to the issue of Abusing Public Funds.”
The second chapter reviews the paper entitled “Reviewing the Reports of the Central Auditing Organization (CAO), issued within the Context of Monitoring Local Administration Nationwide, for the Fiscal Year 2007 – 2008,” prepared by Dr. Hamdi Abdel-Azim, Professor of Economics.
The third chapter reviews the paper “The Role of Civil Society in Monitoring Public Expenditures,” prepared by Dr. Abdel-Ghaffar Shokr, the Vice-President of the Center for Arabic and African Studies.
While the fourth chapter presents the first report of the United Group’s Public Funds Protection Unit “Public Funds Abuse…A Continuous Crime,” prepared and presented by Mr. Abd El-Hamid Salem, attorney-at-law (published in English on the our website).
