The weekly article of Mr. Negad Al-Borai in Al-Masry Al-Youm Newspaper published on 10/29/2009, in which he tackles the issue of reelecting the Tunisian President for the fifth time that he considers as a clear sign for the direction that the Egyptian elite should follow.
He believes that the question that must be answered by the Egyptian political activists is what do we want? This question results in another one which is the objective of the Egyptian political movement, does it aims to prevent someone in particular from reaching power or to make use of the present time to establish a real democratic system that is based on succession of power and prevent presidents from staying in power for an infinite period of time? First: we have to admit that since July 1952 Presidents drive their political legitimacy away from the ballot box, which just give them legal legitimacy. Gamal Abd Al-Nasser and Anwar Al-Saddat ruled by the legitimacy of the 1952 revolution that we are still living by the remainders of its achievements till now. When President Saddat decided that October's victory generation must take over responsibility, he chose the pilot Mohamed Hosni Mubarak to be his deputy, who succeeded him in presidency depending on the legitimacy of October's victory. Mr. Negad believes that nowadays, nobody in Egypt posses political legitimacy that equates the above mentioned types of legitimacy. We have to admit that the way in which the president of the republic in Egypt is selected, according to article 76 of the constitution and article 77that grants any president the right to stay in power till death, do not provide any real political legitimacy for anyone who is elected according to them. Mr. Negad believes that during the time remaining till the next presidential elections, in 2011, we can make some serious constitutional amendments, especially of Article 77 by returning it to it had been before "two presidential terms that last for four years each and the president can't run for elections for a third term." This amendment is the right step to guarantee the political and legal legitimacy of any future president. Finally, Mr. Negad stresses that to resolve the complicated situation in Egypt we don't need to answer the question who will rule Egypt, but how he will do. |
