At the conference hall of the Regional Union of NGOs in Cairo and with the participation of 46 representatives of the NGOs of Cairo and Giza, a meeting was held on Thursday, August 20, 2009 on the financial rules of NGOs that are decided by law. This is the fourth meeting in the series "How to manage NGOs away from Legal Errors". The awareness meeting discussed a wide range of financial issues.

The meeting started by explaining the most important outcomes of the project, as well as the Legal Aid Unit for NGOs, then both the accountant Mr. Ezz al-Din Vrghl, head of the Regional Union of NGOs of Cairo, and Mr. Muhammad Bayoumi, social expert, gave a lecture. After that there was an open discussion to respond to queries of NGOs on accounting procedures, the means to implement them and how to repair some of the mal accounting procedures.

The NGOs attending the meetings thanked the Legal Aid Unit of the United Group for its leading and important role in dealing directly with the problems of NGOs, raising their performance level and the importance of the topic of the meeting. The meeting was attended by some new NGOs, which requested signing a protocol of cooperation with the Unit to benefit from its activities.

In the framework of the "Community Action towards Transparency" project implemented by the United legal with the support of the United States Agency for International Development. The Local Community Development Association in Khalasab monitored a public funds abuse incident represented in allocating 22 pieces of land in the governorate to some individuals without paying the due installments for these lands in 2001 and 2002, while the administrative body did not take any action to claim these funds and also did not take any legal action in this regard.

In the framework of the project the Association organized a seminar on combating the seizure of public funds. The seminar included discussing the means of resolving this problem and how to collect the due amounts owed by the individuals to the state.

The seminar was attended by 30 of the leaders in the area of the Association, as well as members of local councils from Khlasab village. After the Association presented the problem, its causes and the means to solve it, the attendees discussed with Mr. Muhammad Hussein, Director of the State's property and Mr. Salah Abdul-Radhi, the head of the local council's housing committee, how to return those funds to the Egyptian government.

Mr. Muhammad Hussein Badr, Director of the State's property at the local council of Abu Erish village, referred this problem to the fact the governor allocates land for individuals by his permit and that the State's property unit can't prevent that.

In the framework of the "Community Action towards Transparency" project, implemented by the United Group with the support of the United States Agency for International Development. The United Group continues its efforts to network NGOs within the network that was established with the aim of promoting transparency and protecting public funds. The network was activated in Dakahleyya, Gharbeyya, Behiera and Aswan governorates. For this purpose the United Group held a meeting at Palmera Hotel in `Ain Sukhna on Monday, August 10, the meeting was attended by many members of local councils, lawyers and representatives of NGOs from Suez and Assuit governorates, to launch the "NGOs Network for Promoting Transparency and Protecting Public Funds."

The meeting was attended by Mr. Negad El-Borai, Project Manager of the "Community Action towards Transparency" project to welcome the guests and explain the purpose behind creating these networks. He also responded to all questions and queries that had occupied their mind before signing the document to join the network.

The United Group team defined the network, its working mechanisms, objectives and structure, they also welcomed the suggestions for developing and implementing it in real. At the end of the meeting the participants signed a document saying that they had joined the network.

The United Group continues its efforts to include new NGOs within the network that was established with the aim of promoting transparency and protecting public funds. The network was activated in Dakahleyya, Gharbeyya, Behiera and Aswan governorates. For this purpose the United Group held a meeting at Palmera Hotel in  Ain Sukhna on Friday, August 14, the meeting was attended by many members of local councils, lawyers and representatives of NGOs from Monoufeyya and Alexandria governorates, to launch the NGOs Network for Promoting Transparency and Protecting Public Funds."

He also  responded to all questions and queries that had occupied their mind before signing the document to join the network.
